The practical rules for keeping quality: downscale rather than upscale (shrinking discards detail cleanly; enlarging invents pixels and blurs); keep any upscale under roughly double the original; and export as PNG for graphics, logos and screenshots, or high-quality JPG/WebP for photos. Resizing and then compressing separately gives you more control than doing both at once.
